Course Description:

In one short day, you will gain new insight to regulations, laws and issues that significantly affect your K-12 district compliance. Join Dr. David Walker as he draws from 23 years of experience to provide you with the essential information and practical guidance for your school.

Questions that will be answered include:
  • How have the ADA Amendments and new federal regulations changed the eligibility criteria under Section 504? What is the school district's obligation to identify and evaluate students? Are you under of over identifying?
  • Why a health plan can't substitute for a 504 plan
  • What are the new rules regarding service animals?
  • How do you ensure equal access and equal treatment with respect to the use of emerging technologies?
  • How are discipline and behavioral issues handled with a student eligible under Section 504, as compared/contrasted with a student eligible under IDEA?


Objectives:
  1. Discuss anti-discrimination statute.
  2. Compare Section 504 to IDEA & ADA.
  3. Explain Child Find obligations under Section 504.
  4. Develop an accommodation plan.
  5. Discuss the various procedural requirements under Section 504 and how they compare with IDEA.
  6. Describe the implications of NCLB as it relates to Section 504.
  7. Determine when and how to appropriately accommodate behavioral issues.
  8. Discuss the recent case law under Section 504 and its implications.

DAVID W. WALKER, ED.D., M.A., B.S.

Dr. David Walker, Ed.D., M.A., B.S., is an Associate Professor at the Department of Special Education at the University of Southern Mississippi, where he teaches courses in the area of educational programming for students with learning disabilities, mild/moderate development disabilities, and emotional/behavioral disorders. Dr. Walker holds an Ed.D. Degree in Special Education from Ball State University, an M.A. Degree in Educational Psychology from the University of Minnesota, and a B.S. Degree in Psychology from Ohio State University. Dr. Walker has been an Individuals with Disabilities Education Act Due Process Hearing Officer for the Mississippi State Department of Education for the past 23 years. He also provides consultation to school districts and has given numerous national presentations on issues related to IDEA and discipline.
